The unintended consequences arising from poorly designed vaping regulation or misleading risk communication can mean more smoking, disease and death. Yet the intended benefits of vaping regulation are often minor and can be hard to identify. This suggests that regulators should place far greater emphasis on assessing and avoiding unintended consequences. “Risk proportionate regulation” offers one way to find the right balance.
